ELIGIBILITY FOR APPLICATION
International students are admitted to the institutions of higher education in Türkiye on condition that applicants fulfill the requirements for student admission determined by the relevant institution of higher education and approved by the Council of Higher Education.
A) Who Can Apply?
Students who have graduated from an institution equivalent to Turkish high schools or are in their senior year of high school may apply to the undergraduate programs if they fulfill one of the following criteria:
1) Foreign nationals, (provided that they are not currently enrolled in or have not graduated from high schools in Türkiye) [excluding embassy schools, international private educational institutions registered in the MOBİS system, and foreign nationals brought to Türkiye within the scope of projects carried out by the Ministry of National Education].
2) Individuals who were Turkish citizens by birth and who lost their Turkish citizenship by obtaining permission to renounce it from the Ministry of Interior, as well as those who document that they hold a Blue Card issued upon request to individuals who have lost Turkish citizenship, provided that they are not currently enrolled in or have not graduated from high schools in Türkiye or the Turkish Republic of Northern Cyprus (TRNC). (According to Article 7 of the 5901 Turkish Citizenship Law, (1) “Children born to married Turkish parents, in Turkey or abroad, are considered as Turkish Citizens.” Applicants who apply from abroad should refer to the Turkish Citizenship Law).
3) Individuals who acquired Turkish citizenship subsequently while previously holding foreign nationality, and dual nationals in this status, provided that they are not currently enrolled in or have not graduated from high schools in Türkiye or the TRNC.
4) Turkish citizens who have completed their entire high school abroad other than the TRNC (including those who have completed their entire high school in Turkish schools established abroad under the Ministry of National Education of Turkey, except in the TRNC).
5) TRNC citizens who reside in the TRNC and have completed their high school in the TRNC and hold GCE A Level examination results, as well as those who enrolled in and completed their education at colleges or high schools in other countries between 2005 and 2010 and who hold or will hold GCE A Level examination results, or TRNC citizens who have completed the entirety of high school in a foreign country and hold a TR-YÖS examination result.
B) Who Cannot Apply?
1) Individuals who have Turkish citizenship and have completed their entire high school education in Türkiye or in TRNC.
2) TRNC citizens (excluding those who have completed their entire high school in TRNC high schools and have GCE AL exam results, those who enrolled in and studied at colleges and high schools in other countries between 2005 and 2010 and have obtained or will obtain GCE AL exam results, or those who have completed their entire high school in a foreign country and have a TR-YÖS result)
3) Individuals who have dual citizenship but whose first citizenship is Turkish as defined in Clause 2 of Article A (excluding those who satisfy conditions in Clause 4 of Article A)
4) Individuals who have TRNC citizenship as one of their dual nationalities (excluding those with a high school diploma from TRNC and have taken the GCE AL exam or a TRNC citizen with a high school diploma from a country other than TRNC between 2005-2010 and have taken, or are planning to take, the GCE AL exam)
5) Individuals who hold Turkish Nationality or were born into Turkish Nationality first but who also possess a second nationality according to Clause 2 of Article A, who have studied in high schools belonging to Foreign Embassies or studied in international high schools in Turkey.
6) a) Citizens of the TRNC and individuals who have renounced Turkish citizenship / holders of a Blue Card, who are currently enrolled in or have graduated from high schools in Türkiye or the TRNC.
b) Foreign nationals who are currently enrolled in or have graduated from high schools in Türkiye, (excluding embassy schools, international private educational institutions registered in the MOBİS system, and foreign nationals brought to Türkiye within the scope of projects carried out by the Ministry of National Education).
